What is it, and is this a snail that anyone would want? It was a hitch hiker on some live plants I got from a friend. I have the plants in a temp tank that I was gonna treat with copper to de-snail, before they go in the main tank.

Common "Ram's Horn". Good scavenger.

As mentioned it's a ramshorn and pretty popular for a lot of folks. They are heavily bought/sold here, on Ebay and Aquabid. They don't harm any plants and do a decent job of cleaning up leftover food and a fair amount of algae on the glass. But one (assuming it was with a mate at some point) will turn into hundreds. If you don't want any I'd wait at least 4 weeks and wait to see if there any eggs that will hatch first. I don't think the copper will kill all the eggs. They are pretty tough snails.

I have the plants in a tank out in my garage. Im doing liquid ferts for now, but no fish, no feeding. I would like to avoid having a snail invasion in my tank. So 3 weeks will let me know if there is any eggs?

I have always had a few in my tank. Never got out of control.

Yeah I have never had an explosion of rams horns either...MTS and pond snails yes...but rams no.
