How do I get water from one plant grow out tank to a tank that will be directly above it. The tanks are only like 2 gallon tuba wares. I don't have a small enough pump. Is this even possible?

Step 1 - Get a cup.
Step 2 - Scoop up water from the lower tank, dump it into the top tank.
Step 3 - Scoop water from the top tank, dump it into the lower tank.
Alternative Step 3 - Setup an overflow of some sort to drain down into the lower tub.

That's about all I can think of without a pump or some tubing.

You're not going to get water to flow against gravity without a pump or some sort of mechanical means.

They do make some VERY small pumps, but W/O a pump you must use the "cup method".

get a hose for the pump, then get a bigger hose, use the bigger hose to sipon water from the top tank to the bottom tank. and use the pump to pump water from the lower to the higher tank, if you have too much water flow from the pump, tie a knot in the hose, need less water flow? tighten the knot, need more water flow? loosen the knot.

without a pump maybe you could build a water wheel or something...

they also sell clamps for outdoor fountains that squeeze the hose coming from a pump, therefore reducing flow.
