From the research I have been doing, I have found that there are a few loaches from the Family Balitoridae that live in fresh to brackish water.

Hmmm, there are a few different fish called "Hillstream Loaches". I do believe that the one belonging to the Balitoria genera is occassionally found in slightly brackish waters but they are pretty rare. Do you know of any online places that sells them?
Almost all of the commonly found ones are in the Beaufortia genera and like cool, lower pH, and completely fresh water.

I haven't searched for them online to buy. So i do not know where they could be found to purchase them.
Most of my fish I had to acclimate since the LFS don't get them in BW. They usually come in FW. I have a tank just for acclimating (quarantine tank).
This is the closest I have found to a BW aglae eater besides snails. I have seen some of these on the market (LFS) but they all look very similar and when asked the true ID of the fish the LFS doesn't know.
