Most states DO have laws restricting the transport of live fish. Airport officials know regulations for what it's legal to have on a plane, nothing more. If you want to know about the legality of this, check with the state of Florida. And I assure you, regulations for the collection, sale and transport of fish from wild fisheries are in fact in place and very real. Choosing to ignore them, or not verifying compliance, is NOT excusable--in Florida, or any other state.
