CO2 regulator knob stuck at closed

So, I sold my Rea Sea CO2 system to someone locally. I had to refund the guy because he brought it back saying it is not working. I took a look at it, and it was clear that the top knob is fully closed and stuck at that position. Cylinder pressure works, and working pressure is at 0 when connected to a non-empty CO2 tank. When I first sold it to him, I had demonstrate how to open and close that knob which was working just fine. I didn't want to argue, so I just partially refunded the guy and took it back.

Does anyone know how to fix this broken "knob." I don't know the proper terminology for this, but it's the knob located on top of the regulator. It will absolutely not turn.
