What ppm level does that give you right after adding it, with a good liquid test kit?

Add some, test, add some more, test. When you get to 2-3 ppm stop adding ammonia.

I've just been adding and waiting a few hours to test. I'll add tomorrow morning and test right after.

Drops per gallon really depends on the ammonia you are using and to a lesser extent your water source. Like mentioned just keep adding until you get a sufficient reading.

What test kit are you using and how old is it?

It's an Aquarium Pharmaceuticals Freshwater Master Test Kit. I've had it for about a year. It seemed to give good tests with my other tanks that I believed were accurate.
