Yes. Foam should be fine. I have foam under mine and it was been up and running for 10 years. The only consideration I would have is your 2 middle support pieces. I would have attached them vertically rather than horizontally. They have much more strength vertically.

Ok now I have to get the tank off the stand so I can paint it and install the foam. Ohh yea I have to do all of this alone. You should have seen me get the tank off the ground and onto the stand.

Also the supports you speak of are not to help with weight, they are to help limit the stand wobble.
