with what you seem to be willing to do, you basically have 2 options;
keep it floating until it's near the amount you're looking for or...
grow it emersed until....
ehem; pet store bulbs aren't necessarily any better than hardware store bulbs... and i think what saram's point on the bulbs was a t8 or t12 won't be sufficient... and i'm inclined to agree.
