It is, but the government doesn't really care unless you are doing it to millions of dollars.

No, it's not illegal unless you are defacing the money. Hence why you see those machines at theme parks that press an image on a penny, if you remove all markings from the coin/bill it's illegal. Just drawing on it isn't.
