You can do the pygmy cories, they stay small. You are looking to add "life" to the bottom, and these guys fit the bill for sure. Ottos are ok, but they aren't very active, and they are always hit or miss depending on where you get them. It's hard to find good stock, so they tend to die off.

A trio of otocinclus (otos) has the biomass of a single bottom dweller and they're active all day long. They do need an established tank, but they're great little fish.
