I have 6 three spot tetras (Odontostilbe kriegi) in my 20g. THey are also called panda tetras or paraguay tetras.

IMO, they are very nippy and aggressive towards each other and sometimes other fish. You may have a betta with torn fins soon. I tried a betta in my 20g and he got harassed by the tetras.
I would suggest taking the RTBS back as he will outgrow your tank. One may be alright for a while, but will need more swimming space as it gets bigger. I don't think you will have a problem with aggression between him and the betta though. The RTBS vacuuming everything is normal behaviour.
I had a betta that constantly fought his reflection. I just let it happen. Good exercise.
I suggest returning the RTBSs and getting more tetras (and having only one species). You can test how it goes between the betta and the tetras, but you may also have to remove him. HTH.
