The fixture in the link I think would be fine for the low light set-up you are going for. No need to break the bank in my opinion for low light plants. If you put too much on there you will just grow algae, and a lot of it!! All of my low light tanks just have a single fluoescent tube. It works fine.
As for filter...the sunsun is a nice inexpensive canister ( I have 1 on my 125 along with 2 renas which are also nice but pricier)...however sounds like you have a metal stand...so there would be no way to conceal it. That is always a deal breaker to me. Just something to think about. You definitely can do HOBs and would have fine filtration. My 55 discus tank just had sponge filters. So, there are a lot of ways to think about it.
