would a regular dwarf gourami or 2 honey gouramis eat shrimp?
There is a chance. I think you're better off with pygmy corys and shrimp only. The gourami may peck at the shrimp and kill it. CPOs may be territorial to the corys which swim at all levels of the tank. Plus they're curious little fishes that shift/graze through the bottom and plants.

what about endler livebearers?
I think any fish you want to put in the tank MAY attack your shrimp. I've seen a .75" killie fry attack a baby shrimp. I wouldn't trust any fish if you want breeding shrimps. It depends on you and if you don't mind a few baby shrimps to get eaten. Why don't you try with some cheap shrimps before getting blue pearls?
