I kept my silvertips in a group of 6+, so had no problems with them harassing anyone. But they are very active fish. I had zero problems with cherry barbs, and mine pretty much kept to themselves.

Other tetras I've kept with no problems have been black neons/black stripe tetras, skirt tetras (long finned and regular), and head and tail light tetras. The latter have "luminous" spots above their eyes and at the base of their tails, and strongly resemble glowlight tetras. Mine were also very hardy.

This is just my experience with the fish he OP asked about. There are lots and lots of options.
