As for building a sump, look in the marine section DIY here. Lots of tips, that is how I built my DIY Sump for my new SW tank.

For FW, they can be overkill for a lot of situations. Life savers in others. IMO, I would stick with normal filters for FW, unless your situation specifically requests it.

I too would recommend two thermometers as well. Sometimes different parts of the tanks experience different temps. That will be a good way to find out for sure.

Yeah without a thermometer how do you even know what temp the water is?
