High nitrate et al. suppress the fish's immune function, making it more succeptible to infections. Dropsy is a sympthon of fluid retention in the fish's tissues, could be secondary to infection (septicemea), kidney or liver damage or failure, etc. Popeye is an infection.

Like RTR has said, nitrates are not brought on by themself, alone. Nitrates are generally due to poor water quality, and with this poor water quality comes other problems.
