What is a surefire way to achieve a constant low dh and low kh and in turn a low ph? What can I add to my filter to help with this? I have heard to put crushed coral but won't that raise the ph,kh,dh, because of the calcium carbonate to high levels [above 8]?

Any specific reason why? It's generally not good to mess with water chemistry...
If you must peat is an option. CC will raise all those levels, not lower them.
