Ich is a very small parasite that looks like grains of salt all over the fishes body. If the splotches are getting larger than a grain of table salt it could be another parasite or even bacterial. We'll need a good picture of an infected fish to be able to help.
Keep up on the water changes and if possible start feeding them pelletized food (not flakes). Goldfish need a lot of food to grow well and flakes just don't work as well.
As for keeping the critters away. Netting works, they also sell motion activated sprinklers to scare away pests, or you can just camp out by the pond 24 hours a day.
