agree with all the above -- the issue is stability, not strength. those of us in earthquake country worry a lot about that.

as suggested above, it would be MUCH safer if you can tie the stand to the wall near the top. if you can't do that directly (e.g. the overhang from the top leaves a gap between the wall and the frame, then to a horizontal board that is itself tied to the studs

1 gallon of water is about 8.5 pounds so whatever stand you use should be vary sturdy and have a good footing.
