Shrimp Attacked and Killed Green Chromis

As the title says. I am wondering why he did this to the fish!? Is he not getting enough crap off the bottom to eat possibly? I feed them flake food and frozen brine shrimp everyday. Is this okay?

Tank Specs:
20 Gallon Long
About 4" long clown fish and now only 3 Green Chromis
Whisper 20-40 Gallon 3 Step Filter
170 GPH Power head/Aerator
Temp kept at 78-80
(Everything sound alright?)
 
What kind of shrimp? Coral banded? Mantis even? Did you see the shrimp attack and kill it because my first guess would be another chromis or the big clown wounded or killed it and the shrimp was only doing it's job.

Coral Banded, and I did not see it happen but I did see the shrimp take a snap at the other fish. But I guess it is very possible the big clown fish could have wounded him and then the shrimp was just cleaning up after him.
 
Ive tried to have a big school of Green chromis. But Ive never been able to keep double digits. They are at a steady 9 and since they est. their peckin order I dont bother adding more Although if you add more it just mean they have to re-estableship their order agian. Usually your going to encounter some prob the more smaller the tank size.
