2 angels, 3 yoyos, 3 hatchets, 10 neons?

i would add more hatchets and put one bristle nose in
 
how is that fine?!?? the angels will eat the neons, no doubt about it.
 
even if they are raised together the angels will eventually have the neons over for dinner. plus, having only two angels is not enough to form a pecking order, unless they are a breeding pair. you will need from 5 to 7 to have a pecking order, which would be far to much for your tank. if you want angels, stick to one for a 40 gallon.
 
Yoyo loaches and angels are not a good match IMO either. The activity level of the yoyos will disturb the angels. Not to mention that angels prefer calm water while yoyos prefer rapid moving water.
