So can I just break a few stems and just insert them in to the substrate ? Will it grow ?
Ahhh, I had something similar, I don't think its a true aquatic plant, Never was able to get an ID on it but it just never grew after 3+ weeks.
but this plant has a lot of white colored root like structures emerging from the base of the leaves and nodes... even then its not aquatic ?
Yeah, mine did the same thing, but it was just that, nodes with maybe 1 or 2 roots growing, no new leaves or nothing.

Not sure if it is Hygrophila Corymbosa but if it is just stick the roots in the substrate. Given the right conditions it can and will break the surface of the water. Cuttings can be taken and replanted. I had Hygrophila Corymbosa in one of my tanks and it almost looks and grows like a tree. When it gets bigger it puts out multiple new roots from the stem that eventually find their way into the substrate. Hygrophila Corymbosa also has a very large root structure if allowed to grow for any length of time.
