when I go to buy my fish, how many should I start out with?

And how many can I work up to with a 75gal. tank?

Kissing gouramis will outgrow your tank in the long run. Yes, they do grow to that size and more than that.
 
How many fish depends on how often you intend to do water changes, what type of filtration you're using, etc... Personally, I wouldn't put many more than 60 fish in there. Its nice to give the fish adequate room to swim so as you can observe some of their more natural behaviours... Also, if you're adding livebearers, it wont be long before fry appear in your tank.

Livebearer is a fish that uses internal fertilization method. The male simply inserts his gonopodium into the female's vent to release the milt. In one single mating, the female can drop several batches of fry for the next few months even if the male is removed from the tank. This is true with Endler's livebearers, guppies, platies, mollies and swordtails.

Fry is simply a baby fish.
