You should still vacuum the substrate regularly. With that small of a tank it shouldn't take much. There are some threads on DIY vacs I believe.

the only way you can get away with not vacuuming the gravel is if you have sand. Even then you really need to stir it every once in a while.

Me + Sand = Sand floating around the tank.
Well I'm goign to look for a cheap small filter anyways.

Pool filter sand is heavy and will not get sucked up easily. I stir mine weekly to keep it nice and off white, but a stir monthly or bi-weekly would keep gas bubbles from harming tank inhabitants.

I bought some of the Easy Balance to try in our 100-gallon aquarium. We had to do a water change after just a couple weeks. It is not something I will use again.
