I'm going to set up a 10G nano reef tank and maybe small fish.

Right now I have the 10G tank, fluorescent top, and 20G whisper filter. I was told I do not need a protein skimmer if I have a good enough filter and it's cleaned a lot.

What else should be on my list?

What can I put in it the day I get it? Anything? I know saltwater tanks take a LONG time to cycle.

What else you need depends on what you hope to keep. The only thing you should put in it when you get it is your sand and salt water then get your LR and let it cycle.

Does it need to cycle if I get the 5G ocean water from petco? I read the reviews and everybody said their tests said it was okay to put fish in immediately.

If you put anything more than the water like rock or sand then NO you cant add anything because it will cycle, I bet there water is sold for W/C's. Will you be putting sand and LR in, if so then let the LR cycle your tank then you can start adding to it.

I plan on putting live rock and sand in it. How long will I need to cycle it with the live rock and the ocean water from petco? What if all of my tests are 100% good after a few days with the water?

If you put LR and sand you will NOT get zero on your ammonia and trites in that short of time my guess is it will be 3-4 weeks minimum before you could start adding anything. You will have to let the tests tell you when you can add anything. What do you plan on keeping fish and or corals?? because you wont be able to put much in the way of fish in a 10 gallon and if you plan to keep corals you will need much better light than a single flouresent tube

I don't know what fish yet. Maybe ONE clown and that's all. Does it matter how many corals I have?

I dont really think it matters how many CORALS you put in but it will depend what type of corals as in Leathers, Shrooms, Zoanthids, LPS's or SPS's when it comes to your lighting and you wont be able to put an Anemone in there because they will get to large for a 10 gallon. I feel you should get all your basic test kits, Ammonia, Trites, Trates and PH and with Corals you should also get Alk, Calcium and Mag and you will need a way to check your SG and I would suggest a refractometer. I would scratch the whisper filter and just go with a couple PH's, good flow with sand and LR will be your filter and then 10-20% WC every week and you should be fine
