They only get to be about an inch (typically under) so you could keep quite a bit of them in that large of a tank, just not with anyone that might put them in their mouths.

They are beauties!. But at the prices that I was seeing, replacing my Neon's with them would give me severe "sticker shock" for a month or two

IMO--You have almost the same BIO load as I have (but my tank is only 100gal). You can up the schools a little to mabe 8-12 fishes each.

I think you will be just as happy with the emperor tetras! However, I'll muddy the waters with a few more fish for you to look at (keeping with the tetra theme):
Ruby tetra (Axelrodia riesei)
Royal tetra (Inpaichthys kerri)
Red phantom tetra (Hyphessobrycon sweglesi)
Penguin tetra (Thayeria boehlkei )
Glowlight tetra (Hemigrammus erythrozonus)
Ember's, Congo's and Emperor's are also on the list but they have already been mentioned!
These are some of my favorite tetras. I can upload pics if you would like but a google image search should work.
Do you have any issues between any of the Tetras, Rams and/or the Angels? I really like the Columbian, Congo, Emperor, Bleeding Heart, and Black Tetra's. I think 5 or 6 Angel's would be a nice combo with the Tetras if they would all get along nicely.
I think angels are a great choice. They are beautiful and relatively low on aggression. (especially considering that they are cichlids) I have heard that they become much more aggressive if they pair off and begin to breed but that is an issue for someone with much more angel experience than I have. I only answered because I didn't want to leave you hanging.

With fish that small, you could go with larger schools easily. You might choose to do much larger with a few smaller selections like everyone is suggesting.
I've never run co2, so I don't know much about it. I guess it depends on the plants you have. If you pick undemanding plants, you'll do fine without it.

I have a 10 gallon without CO2 that has very healthy amazon swords in it. I do dose excel eod and I have 60 watts on it though.
This is an old/blurry photo (only descent one of this tank on this computer) but all of the baby swords came from the big one in the back. (the moss is gone too)
I would personally go with Blue Rams.
Your stock still looks quite under-stocked (bioload-wise) given the size of your tank. Your tank has 72x18 footprint, right?
If you are going for angels,make sure the fishes isn't fit in the angels mouth as they love to consume things that can be fit in theri mouths.I lost all my neons to my big healthy angels now.
