They're called tiku pearlscales. Really popular in Malaysia, not so much over here. As you can probably tell, they are a pretty delicate variety.

In Asia, fat goldfish represent luck and prosperity. The fatter the better.

I love pearlscales, but the slightly thinner variety, lol.
