I have a 20 gallon tall tank and I will be changing/adding plants to it sometime in the near future. I currently have 0.85 watts per gallon so it is VERY low light. It is also low tech. Once I get going into this project I will be using API Root Tablets.

Here are the plants I was thinking of. Any comments or suggestions are welcome.

Ludwigia Repens X Arcuata
Java Fern (Already have and is doing great!)
Cryptocoryne wendtii
Cryptocoryne X Willisii 'Lucens'
Anubias nana
Eleocharis parvula
Nesaea pedicellata 'Golden'

I had Java Moss and hated it so that is gone and not comming back.

Check out more plants in the Anubias family. You would be surprised at how many there are and how different they look. I have Anubias of many varieties in all my tanks and I love them.
 
Vals come in a variety of sizes and would also do well. The in the Anubias family some to look up are Barteri. Coffeefolia, Hastifolia and Congensis.

Java Fern
Cryptocoryne wendtii
Cryptocoryne X Willisii 'Lucens'
Anubias nana
Anubias barteri
Anubias coffeefolia
Anubias hastifolia
Anubias congensis

Can any of the anubias species be planted in the substrate or will they have to be attached to driftwood/rocks?

Now what about these?

Hydrocotyle leucocephala
Lilaeopsis brasiliensis
Vallisneria spiralis (var. tortissima)
Nymphaea daubenyana

I am trying to get the largest list of plants to choose from so that I don't find one later and dicide I like that better. Are there any more colorful plants that I could do? I know the colors of the wendtii but I was looking for something a little brighter.

Instead of vals (that don't grow for me) you might try dwarf sag for short grass & maybe crypt spiralis, retrospiralis or balansae for tall grassish plants. Lilaeopsis needs more light, pennywort I haven't tried but may be ok if you let it float. My lily wasn't happy in that low of light for long.

Some crypts have a reddish look, & there are a few forms of java fern: needle leaf, narrow, lace
 
Sometimes you can find anubias that have long roots that can be inserted into the substrate. I have one that is now well rooted in the gravel. You just have to keep the rysome above.
