How should I setup the twenty gallon that is cyled and ready to go.

Right now it has a pile of driftwood, pebbled bottom, 8 mystery snails, 6 guppies and is filtered by a hydor 2 sponge filter.
 
How long has the tank been set up? I ask because Pangio species are notoriously sensitive to water quality and really only recommended for established tanks (running six months or longer).

You don't mention plants. Are there live plants and plenty of them? If so, it sounds like you will have enough hidey holes for the loaches — and the easier it is for them to hide, the more likely you are to see them out and about.

You might want to add a soft sand area for them to burrow around in. They will burrow in gravel, but sand is gentler to their barbels.

Tank itself has been setup for less than six months, but from what i can tell is stable, I know for sure it is fully cycled. Ill get the water tested tomorrow and post the results.

Instead of leaves could I add spaghnum moss to the tank?, well washed of course.

Iam not going to add sand due to the gravel being smooth rocks from local waterways, and the driftwood pile is 10+ pieces strong, full of holes to hide in.
No plants since this tank doesn't have a light on it. It does have a couple platic ones.

Can I keep them in high 6 to low 7 ph without troubling my snails? I was thinking feeding the snails calcium carbonate would keep their shells from eroding.
 
The tank is cycled due to cleaning out filter media from the 100 gallon into the 20 gallon tank. The filter media hadn't been rinsed for 6 months. all of this was done in dechlorinated water.

I think that some people use peat to add tannins but am not sure what kind or if sphagnum moss will work.

Not sure how well plastic plants will work. Pangios like to hang out in plants, and they're "scaleless" fish (meaning the scales are very tiny) so the skin can be sensitive. Silk plants might do, as long as there are no pokey wire points.

dont wanna hijack but where do you get leaves? can you just put any leaves or do they have to be dead/dried?
Buy Indian almond leaves or collect oak or beech leaves. No green leaves. They have to have died naturally and fallen from the tea. Best to collect after they've dried out — and don't get them from any area that's sprayed with pesticides, etc.
 
I'd skip the peat, it'll lower the pH & every water change will raise the pH causing rollercoaster swings, not good. I think kuhlis would be ok in your tank even though it's not ideal. Make sure to keep the gravel vacuumed, a lot of stuff can build up between the cracks.
 
Be sure to do nice slow drip acclimation with the loaches to help them adjust to your water conditions.

We'll want to see pics once they're in your tank, of course. :)
