Strong currents and big fins are a bad combination. The fins in that situation act like sails and will force the betta to expend much energy in order to keep itself from being blown around. It also causes undesirable fin developent, and can encourage bent rays. Like was mentioned earlier, throwing a sponge or a nice chunk of water sprite or something similar in front of the return flow can help diffuse it. Also, one would have a really hard time keeping 5 Otos well fed in an 8 gallon tank. Amano shrimp would be a much better idea for algae control.
