Even with massive filtration, water changes are needed. Ammonia might not be an issue if the tank is properly cycled, but the only way to remove nitrates is through regular water changes. Topping off your tank does not remove the nitrates. I would test the water even though this fish may have been harmed from bullying.

+1, you should still change the water once or twice a month, at the very very least. Even with great filtration.
