HELP!!! WHAT IS IT?

Hi, I recently bought a indo datnoid. When I brought it home, I noticed something I've never seen before. There is something like a ring on its eye.

Looks like ich, and a bacterial infection of some sort.

I don't think it's ick. It looks more like air bubbles stuck to the fins and mucous.

The fish does look thin though. Is it eating?

They are air bubbles. I tried bloodworms but it doesn't seem like it ate them. Do you know what's on the eye though?

Perhaps it's popeye? I've had a fish with popeye before. The eye could fall out, he could die, or get better. I don't think popeye is too fatal. I recommend returning him. Don't go to the trouble of trying to cure him.

I have seen popeye before, but this is nothing like it. Its not the whole eye I'm curious about. I'm talking about the tiny ring on its eye. I put a arrow pointing to it in the picture below.

It might be swelling from an injury, it doesn't look like typical popeye to me either. But both eyes? & skinny? Not eating either, really not good. If you've had it for only a week or so, try to return it if you can. It seems to have more problems than treating it will help.
