It really depends on what type of fish you want and what size tank you're planning to set up. that will greatly let us help you.
As far as substrate.... I used Agronite Pink Fiji Sand and so far it's been good. It's about 1/2 to 1 inch thick. There are quite a few different sands you can choose from in different colors that more or less do the same thing. The sand can help buffer your pH. Just don't put sandbox sand in your tank, its not recommended.
