I would be doing at least 30% changes weekly. What do you mean when you say you replace the filter every 3 weeks? What kind of filter do you use?

i replace the filter cartage in my penguin 200 biowheel

I wouldn't. Why not rinse it out in old tank water and reuse until it is falling apart? Minimize chances of mini-cycles.

That will definitely work. Just rinse it. don't throw it away, and don't rinse it in tap water. Your pleco will die a short painful death if you don't upgrade your tank pronto, or take him to a local fish store. He's way too big for that tank and is obviously making a huge mess of it. It'd be better for you, him, your tank, and the other tank occupants if you took him somewhere else.
