cut the plywood to the exact dimensions of the top of the stand. lay it on top so it gives a little support to help distribute the weight. then put the tanks on side by side / end to end. as you fill them (evenly) watch for flexing/bowing. if you get any, abort the mission and reinforce...

3/4" plywood or better would be a better bet for a temporary fix. would help to spread the load with the extra layer. foam wouldn't help much if at all.
