Honestly, I don't know about this...I think it depends just how rich and spoiled he is. If he's rich enough, he'll see the $50 toy of a fish that stays pretty for a couple months as a lot better investment then the pretty $100,000 toy car that he wrecks in a month. Perspective is different...

I never found bubbling water to be loud...but then again I put one of those needle valves on the line and tuned it to about half what it would have pumped otherwise. I didn't find it any worse/louder then a humming powerhead (submersible pump) or running AC/fan...but then again, people say I'm...

That DIY Canister would work...but for a 3g shrimp tank I'd find the quietest air pump I could get, Wrap it in a town beside my desk (I found this was the easiest way to keep any remaining noise down) and use a sponge filter...
