Could i cycle the tank at this level, and when i get fish i raise the salinity to the fishes level?
 
i dont know where im gonna get the fish. Lets say the clown lives in 1.023, i just simply add more salt to the tank to get it to 1.023
 
I don't think that part of it matters. Alot of SW fish from an LFS or from online live in a range of 1.023 - 1.025. When you get the fish you don't add the water they come to you to your tank. You would acclimate the fish useing a drip meathod ... see here http://www.saltwaterfish.com/site_11_03/acclimation.php ... the fish you buy would then adjust to your water over an hour to 2 hour aclimating time. So I think you should cycle your tank at 1.023 just because it's the minimum for SW tanks.
 
ok then, just want the aclimating period to be easier. (for the fish that is)
 
Inverts are much more sensitive to salinity levels than fish. Many people do FW dips before adding fish to their tank but I wouldn't recommend this with say a cleaner shrimp if you want to see it survive... So running a low salinity during your cycle wouldn't really help your fish and just make it harder on any invert hitchhikers in your live rock.

If you do a FW dip on fish, make sure to match temperature and PH as sudden changes in either of these can cause shock.
