Ive never had an anemone, or a coral though.
But if you think, the 3 watts per gallon rule doesnt apply to 10 gallons, because 30 watts of light is only 30 watts of light.
I wanted to keep an anemone in my 10 gallon, so check out this thread

mermaiden78, there's no exact rule for all aquariums. First consider wich kind of animals you want to care, their intraespecific compatibility, and their needs.

I agree you're running low of light now, but don't panic. Perhaps the change is not so costly. If you have room you could easily install a second t8, taking away the reactances. Check also PL and T5 solutions, thay may retrofit in your current hood. HQI are the best but consider the hot over only 10gl of water.

Most octocorals are not too light demanding, check them. On the other hand anemones are very light dependant... perhaps is a moment to stop buying and planify again.
