Get an incandescent hood, the kind that you to screw bulbs in, they're like $10-15. Then buy those energy efficient screw in spiral CFL lights, preferably one that is marked as daylight bulbs. These comes in a variety of wattages, you'll want to buy the 10-15w bulbs. Actual watts and not the advertised "equal to 60w of other bulbs".
Next comes plant choice, the setup above will give you a low light tank, suitable for many easy to care for plants. These are the ones I recommend you try and get:
java fern & moss
anubias nana
crypt wendtii
hornwort
anacharis
water sprite
water wisteria
The good thing about the listed plants are you don't need any special gravel to grow them and they're all pretty durable and easy to care for. Plant heavily from the start, it'll help control algae when you start leaving the lights on for 8-10hrs a day.
With this amount of light, no CO2 injection is needed and additional ferts probably aren't needed either if you do weekly water changes. If your plants start turning yellow, something like Seachem's Flourish comprehensive fertilizer once a week should fix it.
