I agree with the idea of some vals(or other tall plants, Cryptocoryne crispatula comes to mind...) for plant life, or maybe some tall piece of wood(like a cypress knee) with Anubias nana "petite" or Jave ferns on it. Maybe a pair of Endlers, Olive nerite snail, and cherry shrimp on a dark substrate..

Oh yeah, there are a few folks on the forums here selling endler's(as well as the snails/cherry shrimp).
 
Looks neat to me. Certainly different. I'd be glad to make a project of it. Oh the possibilities. I think I'd do a planted with several types of inverts and a Crowntail betta as a the main focal point.
 
Nope, bettas don't eat anything other than food, brineshrimp, worms (bloodworms, glassworms, ect.), and small snails. They are completely safe except for other bettas and fish with colorful flowing fins. I woud do a planted tank with a ctenopoma species (if your pic shows a correct size, it looks pretty big to me), they don't move around a lot.
 
^ My late betta loved to rip apart shrimp by the legs. Now that I think about it, an aquarium with some Vals and tall chunks of driftwood with cherry shrimp would look cool.
 
A friend of mine feeds his plakat bettas crickets. I'd say shrimp and a pair of male guppies/endlers would make for a nice and interesting display.

You mean, like, leaf fish? I doubt they'd work out well. The tank's shy of 24 inches tall.
 
For the fish I'd go with a pair of male endlers. Mosquito fish are a bit aggressive, from what I've seen they need groups to keep the bullying in check.
