So soak in solution, then rinse clean with dechlorinated water?

i would soak in solution, rinse a ton of times in hot water (till you can't smell bleach) then soak in dechlorinated water.

Would a sand-like substrate be suitable for a Tetra tank (hopefully planted in the future, eventually)?

that would be fine, sand seems to be all the rage lately. Most people seem to either like tahitian moon sand(dark/black), or pool filter sand (super cheap/light).

most tetras' natural environment has a sandy, silty bottom.

my next tank is going to be south american style... and I think I'm going sand. I just can't decide whether to use dark or light sand. I've been consideirng mixing it 50/50, but I don't know what that will really look like.
