Scott, I may have missed it in all the posts, but what is your bubbles per minute or per second rate?
With DIY you need to monitor this closely and when you see it drop off, even slightly it's time to get a new batch ready.
As suggested, put a piece of filter media, either floss or a sponge cut to fit, over the outflow of the HOB.
The biggest issue with the ladder is keeping it clean. Every couple of weeks or so give it a bleach bath and clean well so the bubbles don't stick to the ramps. If you do that it is very effective, IMO.
If you don't mind the look, a 2ltr. bottle works well, but then you may have issues with leaks. Probably holds more solution.
Seal the top well. I used to use bulkhead tubes(used for model airplane gas lines) on my tops and never had a leak.

Hey len were you the one that has a webpage about using those model air plane tubes? something about the airline connection to the yeast bottle being a weak link. I vaguely remember something like that from the web a loooong time ago... I just found out quick connect fittings work as well but need a bigger bottle cap to work.
 
Len, I am only counting about 6-8 bubbles/minute. I made a new mixture last evening from the supply that came with the system. I also cut a piece of sponge and placed it over the mouth of the filter. This has definitely reduced the surface agitation. I have not checked the pH today but will in a bit and let you know.
