Will I be able to grow plants like these with that lighting. I'm look at red ludwigia, rotala magenta, riccia, swords, moneywort, hornwort,moss ball, wisteria, banana plant .

probably the catalina is better. If you have the money and you want T5's I would suggest Tek lights which are considered the best.
If I had that tank though I would go right for Metal halide especially if I wanted to do some microswords, hairgrass or some other ground cover. I would get one metal halide 250 watt MH 10K pendant hanging over it. That actually would be cheaper than the Tek light T5 and I would think nothing can produce better light than MH.
I still haven't got a light fixture been busy with work and such ok catalina has a sale back on for the 4-54 watt fixture for $190 do i need the legs (which are $10 ) I'm not looking to hang the light from my ceiling.
I want a easy setup (no CO2 no ferts) maybe in the future but not anytime soon.

still the 110? if so it's 30" tall and may have a slight effect on the light penetration.
4X54 should be fine tho. just over the 2 wpg (which really does into come that much into play.
