you can do a mix of eco complete and black gravel.. but shipping on the eco will be ALOT!!!!!

just stick with the 1" laterite and 2-3" black gravel. making it 3-4" of gravel which is perfect for plants..
But if you got money then why not go for eco.. first see whats the final amount you will spend on tank setup and filters then see how much you got left over.. Btw for filters see where it would be best to order online or get locally.. some sites do free shipping over $100 so you can land on some great prices..

Question:
Before pulling the trigger - are we sure that they will keep the tank crystal "and" are we confident that positioning / hiding the spray bars will be relatively easy?

sounds good with the filters..
they will keep the tank crystal clear. You can eventually modify the media later on and replace sponges with filter floss.
Hiding the spray bar will be easy.. if anything
1- the plants will grow tall and block them
2- you can spray paint them black and they will blend in with black background (something i might be doing)
