196 gallon lighting

first of all can someone confirm that 60x30x30 inch is 196 gallons?

also,

im making this tank just for growing plants.

so for my to get around 4wpg im gonna need around 800w.

someone told me that 2x22w is equivelant to 400w after it reflects etc. is this true?

also, if i used small desk lamps with 60w bulbs - and had quite a few of those shining over over the tank is that the correct lighting for plant growth - someone told me that as wel but im not to sure

im in UK - when it is said plants need 4-5w per gallon is that US gallons then rather than UK?

In Imperial Gallons, it comes to 191 gallons or so. The amount of light needed dependsw on the plants and CO2. With 4-5w I'd imagine you'd need to add CO2.

incandescents will not work for plant growth. They're spectrum output is not adequate, not to mention their efficiency/heat output. You need to use fluorescents, or preferably for deep tanks, MH.

First of all your friend is pulling your leg, 2*22W is 44W. And yes you are going to need all light you can get, preferably from MH lights. I have not had much succes on deep tanks with other lighting arrangements. I think 800w should be good, but if you are going to have that much light I suggest using Co2 as well.
