Planted tank, 40 gal. Both bulbs are 65w, total of 130w, or like 3.2 wpg.
One bulb is the blue one, currently on to better acclimate two syno. nigriventis, as I think the white one is harsher.
Is it going to make a difference if one is white and one is blue? Should I replace the blue one?
The K rating on the white is 7,000-10,000, not sure which. Prior to this, the plants were under a 10,000K 21w bulb.

You could run one of each if you like the look of the higher K rated bulb

its not 100% useless. i would leave it for now. yes its not as helpful but do you really need that extra light for the plants you have? in the mean time it will make everything look better. when your scaping put your higher light on the side fully under the white light and the lower stuff on the other side.

That will work fine for your plants....Some say that the 6700K k rated bulbs are best for planted tanks. I myself don't like the "yellow" hue. Anything in the 6700k - 10000k range and you shouldn't notice any difference in plant growth.
