20G Betta Tank with 3 dividing panels? needs filter?

all good input
the only thing i would like to add is that even tho bettas are laborinth fish they still do the majority of thier resperation through thier gills and are effected by water chemistry- they need just as much oxygen as the next fish as well as low nitrate, and other basic water parameters
and plants and such will be necissary so they don't have to be looking at e/o all the time.
