20G Tank Overstocked?

I have a 20 Gallon tank (24x12x16) with the following fish:
4 zebra danios
6 glowlight tetras
1 female betta
1 apple snail

It's fairly heavily planted:
~25 stems of various ludwigia
6 stems myrio
big clump of java moss jammed in between my large rocks
4 14" lilaeopsis
6 square inches of microsword carpet
2 amazon swords
3 spiral vals
few other assorted plants

The fish seem happy and active and love to eat everything. However, the zebra danios seem to do nothing but annoy each other. There are 3 fat females and a male, and one of the females is larger and she chases everyone around including the tetras. The male is the same way. I like to call them my 'annoyer fish' since it seems to just be a nuisance and not really aggression.

I would really love to add more fish (who doesn't love new fish?) but I think I might be pushing it.

I also have a ten gallon with 3 female bettas and 2 apple snails with a bunch of anarcharis, a huge anubias and some grass clumps floating in there that the bettas loooove to wedge themselves into.
 
I would say in the 20, your about 3/4 of the way done, you could add maybe a few more zebra danios (this will help curb aggession towards other fish) or glow-light tetras and possibly another "centerpiece fish" like more female bettas, a dwarf gourami or a ram and then you would be done.

In the ten, I think your done, not completely full going by bioload, but there really isn't anything you could add without having an improper school size or over stocking the tank.

BTW, that's typical zebra danio behavior, as said above, more zebra danios will help curb/stop aggression towards other species, as well as lesssen the aggression any one zebra danio will recieve.
 
I agree you could go with 4 or 5 more zebra danios and you would be just fine. It really will help disperse the aggression so that one or 2 particular fish aren't getting the brunt of the aggression.
