No, an angel gets big and eats little fish. One by one they'll disappear...
If you want a centerpiece fish, get a dwarf gourami because these fish don't need to school and they are brightly colored. A paradisefish or betta *might* work too, but then shrimp would probably not.
Besides, if you get two dozen 1" fish, 8 corydoras and a dwarf gourami, you've gone well over the "one inch per gallon rule"...not that I believe in that rule, since it only works for slender fish. But 33 fish in a 30" tank seems like crazy lots to me.
