30" hood for plants

Would a 30" incandecent hood with two sockets with 60 watt bulbs in them give me good plants without ferts or CO2? The tank is a 20 gallon long.

60w you are probably referring to incandescent bulbs which are a waste of $.
Now these two sockets are they double sockets?? From my experience the the highest watt bulb you can try and fit into a 30" hood would be a 14w screw in compact fluorescent bulb. I tried 23w but its just 2 big and protrudes on the bottom preventing the fixture from lying flat.
 
what's cfl or pc bulbs?

Though i think both terms can be used for both bulbs..
 
I think I will use the 4th to the right, on the top of the compact flourecent. (If it fits)
But I will use the curly compact flourecent ones. The PC wouldn't fit in there.

Bigger is better
